DEAR RESIDENTS and local authorities!

On behalf of the UN System in the Kyrgyz Republic I am honored to greet you all at this official ceremony!

The United Nations Development Program supports the Government of the Kyrgyz Republic on a wide range of development activities and has achieved tangible results in different program areas, including public administration reforms, creation of a favorable infrastructure for peace and development, community development and employment, environmental protection and disaster risk management each of it is a gender-oriented.

Within its mandate, the United Nations Development Program, as a partner of the Kyrgyz Republic on sustainable development, has also been working to promote new mechanisms for designing and implementing joint projects with national partners towards sustainable development, including cost sharing practice with local governments. Today, we are opening a preschool facility in your village, which is one of the successful examples of such a cost-sharing cooperation between the Government of the Kyrgyz Republic and the UNDP in the Kyrgyz Republic and I would like to note with special pride that this is the result of a large-scale and joint work.

And this one is not just a children's preschool facility. This is the first public building which meets the government’s new energy efficiency requirements. The construction of such energy efficient buildings became possible thanks to UNDP’s project "Improving Energy Efficiency in Buildings" launched 10 years ago. Then with the support of the Global Environment Facility the project helped develop a completely new standard for Kyrgyzstan for thermal insulation of buildings, which became compulsory from January 2009.

Now every design and cost estimate of a residential multistory building or public building (school, kindergarten, hospital, etc.) meets energy efficiency parameters, otherwise, the construction expertise of the State Committee for Construction of the Kyrgyz Republic will not give their approval. Thermal insulation of buildings, installation of energy efficient windows and doors, and energy-efficient lighting became mandatory.

And the most important, such buildings contribute to reducing greenhouse gas emissions and, as a result, stabilizing the changing climate.


Preschool age of children is very important, because during this short period the child undergoes critical changes in terms of educational, sensory, intellectual, physical, psychic development. Such rapid and fundamental changes lay a foundation for the child to be able to successfully master all new spheres of life. Thanks to this start the child gets smoothly involved in the educational process.

The President of the Kyrgyz Republic declared 2018 "The year of regional development". We are delighted that the opening of a children's preschool facility represents a tangible contribution to the implementation of this program and will create conditions for the development of small and medium-sized businesses in this area, thereby reducing population migration. After all, the facility will not only provide jobs in the institution itself, but will also allow parents and, especially, the mothers of babies who will come here to get employed. If we touch upon the statistics, women in Kyrgyzstan spend on household activities three times more than men on average and twice more spend time for children and bringing up of them. Most women are forced to quit jobs after the giving a birth to their children and later because the country does not have enough preschools. This project will help you, mothers to free up their time for your equal participation in the life of their communities and building their careers.

As this preschool is built as a model of energy saving building, your children will be in comfortable conditions, in warm rooms with warm floors in winter and cool in summer, with sufficient natural and artificial lighting. And in case of an emergency power failure, a power generator is there to ensure children enjoy their classes uninterrupted.

You may be proud of the fact that this children's preschool facility in your village has begun to reduce greenhouse gas emissions that cause such a global problem as climate change. Let it be a small contribution, but, as you know, large rivers are formed of small streams.


Kyzyl-Oktyabrsky ayilny aimak consists of 9 settlements, 5 of which are located from the central part at 7 to 38 km. To date, only 2 secondary schools and 2 pre-school facilities (kindergartens) operate on the territory of ayil aymak. Unfortunately, existing kindergartens could not reach all children of preschool age, due to limited places and a distance. In these five villages the population is 146 households - 710 people, of whom from 0 to 18 years old, 150 children, 58 children from 0 to 6 years.

I am very pleased to note that the UN agencies will continue to cooperate with the children's preschool facility and I am very pleased to note that this platform will allow all involved UN agencies to demonstrate the joint work in practice - as One UN. For example, UNICEF plans to introduce a tested educational methodology for the pre-school education which would allow reaching more children who need preschool education, thus leaving no one behind. The UN World Food Program plans to provide support in the proper nutrition of pre-school children. Also, UNDP will provide technical support and install a solar water heater within the framework of a regional project on the promotion of renewable energy in rural areas, which will allow the facility to save on electricity and reduce greenhouse gas emissions.


I know many of you will go to this preschool facility for the first time! I can feel your excitement. I am here with you today because I have something important to discuss with you. I’m here because I want to talk with you about your education. You make your own future! And that’s what I want to focus on today: the responsibility each of you has for your education. I want to start with the responsibility you have to yourself. I hope these books we have brought for you from all of us and our partners will help you learn more and read them with your friends and teachers and expand your knowledge.
