Supporting the Unified State Population Registry to Establish the E-Government System

Project overview

Following the successfully implemented joint initiative of the Government of Japan, UNDP in the Kyrgyz Republic and the State Registry Service (SRS) in the area of electoral assistance during 2015-2016, UNDP has developed this project in response to an explicit request from the State Registry Service (SRS) of the Kyrgyz Republic to provide technical support, aiming at advancement of fully functioning the Unified State Population Registry (USPR) in the Kyrgyz Republic, which will serve as a basis of E-Government system in the Kyrgyz Republic.

The Unified State Population Registry system will ensure higher quality of public service’s provision, and enable further improvement of the State Registry Service’s capacity in creating of voter lists and provision of voters’ identification during the forthcoming presidential election in 2017, as well as during subsequent period, which is substantial complement to the previous projects in this filed (including “Kyrgyz Election Support Project II (KESP-II)” implemented by UNDP).

Results and main activities

In order to attain the objectives, the following ICT equipment has been procured through appropriate process: Computer and office supply kits (950 sets), Monitor (1200), Printers (950), Scanners (970), Chip (700)/Pin-pads readers (200), Combo-readers (5000), Digital photo cameras (366), Tablets (1000), Matrix printers (150), UPS (2) and eID Personalization machine for the issuance of electric identification card (biometrics) and passports as well as VPN channels for creation of secure communication channels and data protection. All these equipment will help to increase a capacity to provide public service by the SRS and reduce the length of reception and processing questionnaires in relation to electric identity cards at the State Registry Service territorial branches and post offices. All provided equipment has already installed in 434 information kiosks in villages across the country and Public Service Delivery offices in central capitals. By doing this, the Project also contributes to the flagship digital transformation project “Taza Koom” by enlarging the coverage of use the innovative equipment and expanding the service mobility of the State Registry Service branches in distant areas to collect and actualize data for the Unified State Population Registry, to issue modern electric identification card including biometrics.

Along this, 5000 combo-readers has been used during the 2017 Presidential electoral period for voters’ biometrics ID cards identification purposes. Along with it, in order to improve the voters’ identification process during elections and make it as much as possible independent from human factor impact, the most modern Face recognition system has been provided for the SRS which worked with 100% effectiveness.

At last, installation of specialized vehicles (16 mini-buses) to provide public services in remote areas of the state will be finished in accordance with the agreed time schedule by February 2018.
