September 26, 2018, Bishkek – Today, the journalists accompanied H.E. Yoshihiro Yamamura, Ambassador Extraordinary and Plenipotentiary of Japan to the Kyrgyz Republic, Ms. Aliona Niculita UNDP Resident Representative ad interim, and Mr. Ruslan Sarbaev Deputy Chairperson of the State Registry Service (SRS) on their trip to Bishkek Public Service Delivery Center and information kiosks in Chui region to see how people benefit from improved public e-registry and documentation services.

Determined to improve public service delivery throughout the country, by promoting efficiency, inclusiveness and transparency of governmental institutions, SRS and UNDP with the support of the Government of Japan equipped Public Service Delivery Centers with high technological devices capable to provide enhance services such as issuance of passport, e-ID with a fingerprint, birth certificates, civil registration, and many more in all regions of Kyrgyzstan, including in the most remote areas.

“More than 360 information kiosks and 20 public service offices across the country are established. About 283,000 registration services are already provided in the first 10 month of 2018  and 2,000 Kyrgyz citizens in regions benefitted from the project’s provided devices. With the introduction of 16 mobile vehicle teams from February 2018 72,500 Kyrgyz citizens received e-ID without leaving their homes. Mobile vehicle teams have increased the outreach of our services and become true mobile public service delivery centers for documentation of population”, said Ruslan Sarybaev, SRS Deputy Chair.

The introduction of new technologies in public administration has created a new government-citizen interface. E-government using technologies leads to a more transparent, interactive, open and hence, accountable government.

"Today's monitoring has shown us that financial resources of Japan are used appropriately for the benefit of the people of the Kyrgyz Republic. This project proved to be very successful. Japan is also ready to cooperate with the Government of the Kyrgyz Republic and UNDP, "said Mr. Yamamura, Ambassador Extraordinary and Plenipotentiary of Japan. 

“We work together with the Government of Kyrgyzstan to buildmore responsive, inclusive and accountable institutions at all levels. The introduction of E-services through Public Service Delivery Centers helped the Government to reach all the population, especially the most vulnerable and those leaving in remote areas. This is an important step forward to ensure that no one is left behind.  By supporting the Government of the Kyrgyz Republic to deliver quality services, improve accountability and expand the opportunities for inclusive economic and social progress, together we build resilience and reinforce the public trust”, said Aliona Niculita, UNDP Resident Representative a.i.

Villagers who used to travel for one day several times to register and receive their passports and other documents spend now only few hours by visiting the nearest kiosk at a local post office. Integrated public services designed as a single one-stop-shop makes it easier for people to interact with public administration.
