Joint efforts of Jogorku Kenesh, the Swiss Agency for Development and Cooperation and UNDP to strengthen parliamentary democracy in the Kyrgyz RepublicJul 10, 2017
30 June 2017, Deputy Speaker of Jogorku Kenesh of the Kyrgyz Republic Altynai Omurbekova, Ambassador of Switzerland to the Kyrgyz Republic René Holenstein and Acting Resident Representative of the United Nations Development Programme (UNDP) Aliona Niculita signed a memorandum of understanding to support the consolidation of a strong and inclusive parliamentary democracy in the Kyrgyz Republic. The signing ceremony took place in Jogorku Kenesh with participation of members of parliament, management of the apparatus of Jogorku Kenesh as well as representatives from international donor community.
Deputy Speaker Altynai Omurbekova underlined the document would enhance parliamentary democracy in the Kyrgyz Republic and expressed her gratitude to the UNDP and the Government of Switzerland for their intention for long term and sustainable cooperation with the Kyrgyz Republic.
“Jogorku Kenesh, in cooperation with its reliable international partner is carrying out significant work in terms of enhancing parliamentary democracy in the Kyrgyz Republic. With your assistance, we have developed Development Strategy of Jogorku Kenesh, which includes a number of important projects. We hope that our fruitful cooperation will only deepen,”- said A. Omurbekova.
The memorandum foresees cooperation and commitment of the parties to facilitate the implementation of the Development Strategy of Jogorku Kenesh as well as the United Nations Sustainable Development Agenda and its goal 16 aiming at the creation of peaceful, just and strong institutions. For this reason, Switzerland has welcomed the request of the Chairman of the Parliament to provide assistance to the Parliament as a crucial body for creating a stronger than ever sense of participation and inclusiveness by the citizens and therefore contributing to the well-being, stabilization and economic development of the Kyrgyz Republic.
“Switzerland’s rich experience in the sphere of democratic governance can serve as a basis for exchange and cooperation between our two countries. I am happy to reconfirm that Switzerland has positively responded to the request of the Kyrgyz Parliament to support further enhancement of parliamentary democracy and involve citizens in the decision-making process,”- stated Ambassador Hollenstein.
With financial support of Switzerland, UNDP will implement a ten-year prospective project “Strong and Inclusive Parliamentary Democracy”, primarily aimed at further enhancing parliamentary democracy in the Kyrgyz Republic by making it more inclusive, accountable and responsive to the needs of the citizens.
In her turn, a.i. UNDP Resident Representative in the KR Aliona Niculita thanked partners for the given trust to serve as project’s implementing agency. “Jogorku Kenesh is our reliable partner. I would like to reiterate that this cooperation led to adoption of such important laws as law against early marriages, free legal aid guaranteed by the state that serve to the benefits of the most socially vulnerable groups of the population,”- said A. Niculita.
In addition, the project will work actively on enhancing capacity of Public Councils and will launch a special Civic Action Fund to provide citizens with an opportunity to participate in the decision- and policy-making process, ensure effective monitoring and influencing the performance of parliamentary and state accountability institutions. This will allow citizens to hold the Parliament and government accountable and benefit from a more accessible, effective and responsive government.Contact information
