UNDP helps to ensure safe elections of the Parliament membersAug 22, 2015
Bishkek, Kyrgyzstan (August 14, 2015) – On August 14, 2015 in Bishkek a training devoted to a "Review of electoral disputes and complaints. Ensuring safe elections of the Parliament members of the KR 2015" for staff of public prosecution and Internal Affairs bodies was held. The members of the Central Election Commission (CEC) of the Kyrgyz Republic, the Center for training of prosecutors in the General Prosecutor's Office and the Head Department of Public Security of Ministry of Internal Affairs also participated at the training.
The training was conducted under the support of the UNDP "In support of the elections in the Kyrgyz Republic” (KESP-II) project and the Government of Switzerland. A series of trainings for prosecutors and staff of Internal Affairs bodies throughout the country are scheduled before the upcoming elections.
Innovations in the legal framework of the Kyrgyz Republic for the elections, the role and functions of the Prosecutor's Office and the Internal Affairs bodies to resolve election disputes, types of conflicts and disputes in the electoral process, as well as the practice of resolving electoral disputes and complaints were discussed during the event.
The deputy chairman of the CEC Ms.Dzhurabaeva noted: "This event is important in terms of understanding the changes in the legislation on the election for representatives of the Public Prosecutionand the Internal Affairs bodies, as well as for clarification of the roles and responsibilities of each of the parties involved on the day of voting in accordance with the changes that were made."
"The role of prosecutors and the Internal Affairs bodies is to maintain law order and the security of the elections. Issues with violations of the right of voters on the date of elections must be considered by the CEC. In case of need, the Central Election Commission may refer the matter on the results of the complaint to law enforcement authorities for further investigation. But on the day of voting CEC authorities play a key role in the resolution of electoral disputes and all complaints must be submitted to the CEC as well", - a member of the CEC Mr.Bekbasarov mentioned in his speech.

The project includes three areas of support: - the introduction of information and communication technologies in the electoral process; - The development of the institutional capacity of the Central Election Commission and the SRS in collaboration with electorate, NGOs, political parties and the media; - Training and information campaign on the resolution of electoral disputes and complaints, improvement of the legal framework of the CEC on the issue.
