Second phase of the Poverty and Environment Initiative: strategic planning and environmental-economic accountingJun 26, 2015
Bishkek, Kyrgyzstan – Another enlarged meeting of the Programme Board of the UNDP-UNEP Poverty and Environment Initiative was held in the Ministry of Economy of the Kyrgyz Republic on June 26. Participants of the meeting were briefed on the results of the second phase (July 2014 – July 2015) of the initiative and discussed the work plan until the end of the year, which focuses on capacity building of key partners in training on strategic planning for sustainable development.
Members of the Programme Board, oblast heads, as well as regional and national teams of the UNDP-UNEP Poverty and Environment Initiative took part in the event.
In her opening speech, State Secretary of the Ministry of Economy of the Kyrgyz Republic Aidai Kurmanova said: “The initiative is officially supported by the Government of the Kyrgyz Republic since 2011 and is aimed at the integration of interrelated issues of economic growth, poverty and the environment in the process of strategic planning and budgeting at the national, sectoral and regional levels that, in fact, is the basic foundation of sustainable development. We wish our close cooperation and partnership to perform in full its plans within the framework of the second phase of the UNDP-UNEP Poverty and Environment Initiative project in Kyrgyzstan, because it is one of the important projects that is focused on promoting the priorities of the National Strategy for Sustainable Development of the Kyrgyz Republic.”
Coordinator of the initiative Gulnara Abdykalykova noted that during the second phase, planned until 2018, work will be continued to support the sustainable development of Kyrgyzstan. Promotion and implementation of approaches for sustainable development in policy and practice of integrated development, capacity building for “environmental economy” with a focus on issues of budgeting and system of environmental-economic accounting and the introduction of environmental sustainability in national and Central Asian processes of sustainable development will be the main expected results of the initiative.
The meeting resulted in an approved plan of the second phase of the initiative which is tied to implementation of the National Strategy for Sustainable Development of the Kyrgyz Republic until 2017. The plan will focus on the following key areas:
- capacity building of national and regional partners in strategic planning for sustainable development, including training and support for the development of strategic and program documents of the sustainable development of the pilot areas in cooperation with the Ministry of Economy;
- a study on the assessment of ecosystem services and the launch of the implementation of system of environmental-economic accounting together with the State Agency of Environment and Forestry and the National Statistical Committee in order to make appropriate recommendations.
The Programme Board of the UNDP and UNEP Poverty and Environment Initiative was established in 2012. Members of the board are representatives of key ministries and departments in the field of economy, finance, social development, agriculture and environmental protection, as well as civil society and business associations. The Board is responsible for the coordinated management and coordination of the project through regular round tables, meetings, hearings of the reports of the project coordinator. The Ministry of Economy is the coordinating body for the promotion of sustainable development initiatives within the framework of this project.
The initiative is funded by the governments of Belgium, Denmark, Ireland, Norway, Spain, Sweden, the United Kingdom, the United States and the European Commission; the main financial support is provided by UNDP and UNEP.
The UNDP and UNEP Poverty and Environment Initiative is being implemented by the Government of the Kyrgyz Republic with the assistance of UNDP and UNEP, and envisages financial and technical support to the country in order to integrate environmental priorities and poverty reduction issues into national, sectoral and local development plans. The main implementing partners of the initiative in Kyrgyzstan is the Ministry of Economy, State Agency on Environment Protection and Forestry under the Government of the Kyrgyz Republic, State Agency for local government and the interethnic relations under the Government of the Kyrgyz Republic and the National Statistical Committee.
