UNDP-led area-based development programme helps to improve situation in Naryn provinceMay 29, 2015
Naryn, Kyrgyzstan (29 May 2015) – As a result of implementation of the project, 32 small businesses have been established, 164 jobs have been created, irrigation of more than 3 thousand hectares of arable lands has been improved, over 10 km of rural roads have been rehabilitated. These and other interim results of the UNDP Naryn Area-Based Programme have been discussed at the meeting of the Steering Committee.
Mr. Amanbay Kaiypov, the Plenipotentiary representative of the Government of the Kyrgyz Republic in Naryn oblast, Mr. Alexander Avanessov, UNDP Resident Representative in the Kyrgyz Republic, Mr. Alexey Mzareulov, Counselor of the Embassy of the Russian Federation to the Kyrgyz Republic, representatives of UNDP Regional Bureau for Europe and CIS, Aga-Khan Development Network, Ministry of Foreign Affairs of the Russian Federation, Ministry of Economy of the Russian Federation and local state administrations of pilot districts took part at the meeting.
According to the governor, the program completely corresponds to the priorities of the regional development. “Support of local initiatives assisted in solving local problems giving impetus to new ideas and new solutions for development”, said Mr. Amanbay Kaiypov.
In 2014, preferential collateral-free loans from the Crediting Fund with total amount of 2.2 billion Kyrgyz soms have been granted to low-income households. Moreover, low-income households received 720 heads of sheep and 31.5 tons of potato as grants to help increase their incomes and improve their livelihoods.
Mr. Alexander Avanessov, UNDP Resident Representative in the Kyrgyz Republic, noted that all projects in the frames of the programme are implemented in close cooperation with local authorities, international organizations and local communities. “We enjoyed the warm support of the local residents during our previous meetings”, said Mr. Alexander Avanessov.
During the presentation of the programme results achieved in 2014, Mr. Bakyt Sheripbaev, regional manager, noted that according to official data there are positive trends in fundamental socio-economic indicators of Naryn oblast compared to previous years. There were decrease in unemployment rate by 1.3 percent, increase in number of SME by 3.9 percent. Moreover, number of the unemployed reduced by 326. “We consider that the programme have been significantly contributing in this direction”, noted Bakyt Sheripbaev.
The Naryn Area-Based Programme promotes assistance in implementing Regional Development Strategy for Naryn oblast for the period of 2013-2017. As a result, over 15 thousand meters of water pipelines and about 17,5 thousand meters of irrigation networks have been repaired and constructed, irrigation of 3121 hectares of arable land has been improved, 10 transformer substations have been installed, over 27 thousand of rural residents have gained access to clean drinking water. District sanitary-and-epidemiologic institutions have been equipped with special facilities in order to conduct analysis of pure water quality on a regular basis.
After the meeting, the Steering Committee members and participants have acquainted with the implementation of certain projects in pilot villages of At-Bashy district and met with local population. They visited machinery service center in Ak-Zhar village where in the frames of the programme several out-of-run units of agricultural machinery have been repaired and put into operation. Further, the participants took part at the opening ceremony of a new pumping station in Kara-Suu village. The project pursues an aim of introduction of additional 200 hectares of agricultural land which have not been cultivated over the past two decades.
In the frames of the programme, 52 projects on establishment of small enterprises and 73 projects on rehabilitation of socio-economic infrastructure in pilot municipalities have been approved.
Naryn Area-Based Development Programme is implemented by UNDP in 30 villages of Ak-Talaa, At-Bashy and Jumgal districts. The programme is funded by the Government of the Russian Federation.
