Open Public Data and its impact on development of KyrgyzstanNov 17, 2014
On November 18-19, 2014 Kyrgyzstan will host Open Data days entitled “Open government data for social and economic development and quality improvement of government services”. These series of events on the use of open public data policy as part of introducing e-governance in Kyrgyzstan is organized by the Government of the Kyrgyz Republic jointly with the United Nations Development Programme and the World Bank.
On November 10, 2014, the Government of the Kyrgyz Republic approved the Programme and Action Plan for introducing e-governance in the Kyrgyz Republic in 2014-2017 developed with the UNDP expert support (Resolution of the Government of the Kyrgyz Republic №651 as of Novermber 17, 2014). The Program also includes introduction of Open Data as one of the key elements of effective and transparent e-governance.
Open Data Days include roundtable discussions and workshops with participation of representatives of government agencies, the business community, public organizations, software developers and international experts Russia, Kazakhstan, Georgia, Moldova, the UK, USA and France.
On November 18, 2014, a roundtable discussion will take place in Hyatt Regency Bishkek with participation of Prime-Minister Joomart Otorbaev, UNDP Deputy Resident Representative in the Kyrgyz Republic Pradeep Sharma, the World Bank Country Manager for the Kyrgyz Republic Jean-Michel Happi and representatives of government agencies, diplomatic corps and international organizations. The participants will discuss the impact of the Open Data policy on the quality of public services, international practices and social and economic effect of implementation of open data by government institutions.
During a roundtable in Ak Keme hotel on November 19, 2014, participants will discuss opportunities to use Open Data policy in business and civil society. In particular, international Open Data experts and representatives of public organizations will analyze experience of different countries in engaging citizens in the open public data initiative and its use by the civil society. At a meeting with the business community, representatives of the Kyrgyz Republic Ministry of Economy and international experts will discuss the use of Open Data for business, possible implementation areas and creating new products and workplaces based on public and up-to-date information.
Later in the day, Kyrgyz IT-developers and international experts will have an informal discussion of possibilities of using Open Data for application development and other information resources.
Оpen Data is important public information that is made available by government agencies to the public. This includes information on distribution of government finance, public procurement, agricultural productivity, transport infrastructure, as well as statistical, geospatial, meteorological and other critical data that government agencies have at their disposal in the course of performing their functions.
This information is published in easy to use formats to create useful services and applications for citizens and businesses.
Electronic governance (e-governance) represents aggregate of all aspects of applying information and communication technologies in the work of public administration agencies and local government, including administrative, organizational, logistical, software and technology, information and communication, legislative, educational, human, financial and economic, political aspects. Similar term “electronic government” focuses more on automation of administrative functions and procedures known as “e-government” and to a lesser extent addresses policy, democracy and ethics of management practices. In this context, the concept of “electronic government” is part of a broader term of “e-governance”.
The Program of the Government of the Kyrgyz Republic on Introducing Electronic Governance in government agencies of executive branch and local government of the Kyrgyz Republic in 2014-2017 was approved by the Government of the Kyrgyz Republic on November 10, 2014.
The Program was developed for the purpose of implementing the National Sustainable Development Strategy of the Kyrgyz Republic for 2014-2017 in order to significantly improve the use of information and communication technologies by government agencies of executive branch and local government of Kyrgyzstan to increase efficiency of their operations, improve transparency and extend the range of rendered electronic services, ensure efficient and cost-effective administration, improve democratic processes and accountability of the government before the nation.
The main objectives of the Program are to eliminate corruptogenic factors in the governance system, create conditions for easy and timely access to quality services for the citizens and provide required information.Contact information
