Kyrgyz Government is working on development of additional registries of municipal services

Osh, Kyrgyzstan – Government Office of the KR conducts a seminar for heads of Osh regional municipalities on developing additional registries of municipal services. The seminar is held with participation of State Agency on Local Self-Governance and Inter-Ethnic Affairs under the Government of the Kyrgyz Republic, State Agency for Anti-Monopoly Regulation under the Government of the Kyrgyz Republic, the Mayor of Osh, Osh City Council, non-governmental organizations.

Participants of the workshop are discussing Government’s efforts to optimize the system of public and municipal services, including formation of local municipal services registry, which is regulated by the Government decree number 302 on measures to optimize the system on delivering municipal services dated June 3, 2014.

"According to this regulation, we expect to adopt two registers: the basic register of municipal services, which consists of 13 services and will be approved by the Government. Consumers will receive these services regardless of the residence area. Their standards will be approved. Besides, the municipality can create additional registry of services, which will be different for each local self-government and approved by the local councils. Registry will depend on the territorial capacity of a local self-government" said head of the Human Resources Management Department of the Government Office Shadybekov Kuvanychbek

Formation of registries of municipal services, and their subsequent standardization will identify the most important activities of local self-governments to meet social needs and create the conditions for improving the quality, availability and awareness of citizens.

The seminar is organized with support of the UNDP and the Open Society Foundations joint project "Capacity Development Facility"
