A new publication to assist public councils to work more effectivelySep 26, 2014
Bishkek, Kyrgyzstan – A publication to aid public councils in Kyrgyzstan was presented in Bishkek on September 24, 2014. The publication titled "Information-analytical materials for members of the public councils from state bodies of the Kyrgyz Republic" provides information about history, goals, objectives and functions of councils, as well as examples of global experience.
This publication intended for members of public councils, but it will be interesting to a wider audience. It is designed to help both current and future members of councils in building proper and efficient cooperation with state institutions, rationally use all tools and practices to overcome challenges facing public councils and demonstrate the role of the councils to the society.
Public councils (PC) were created in 2010 under state agencies, with the aim for conducting public monitoring of effectiveness of government agencies’ activity. During its existence, members of the PCs made many useful things and showed that public control can work effectively and efficiently. PCs members had to overcome many difficulties with internal and external challenges.

On May 24, 2014 was adopted the Law of the Kyrgyz Republic "On Public council of state bodies", which confers resistance to this institution. In addition, it should be noted, that Kyrgyzstan is the only country in Central Asia, which could create a valid, fixed by law institute of Public councils.
The main purpose of Public councils is to promote discussion of public initiatives related to the activities of government agencies, to assist state agencies in the preparation and adoption of high-quality solutions, to increase transparency and efficiency of government agencies funding, to improve quality of public services provided to the population.
Materials for the publication were gathered based on personal experience of public council members. At the same time, it also contains summarized suggestions and recommendations from various ministries and departments, materials and recommendations of seminars, round tables and meetings with representatives of the President’s Office of Kyrgyz Republic, the deputies.
The publication was prepared in Kyrgyz and Russian languages, upon request of the Coordinating Council of the PC of Kyrgyz Republic with support from UNDP and Open Society Foundations project "Capacity development facility" and the EU-UN joint project "Operationalizing Good Governance for Social Justice".Contact information
