Discussion of post-2015 thematic consultations results took place in Bishkek

Bishkek, Kyrgyzstan - On September 4 the United Nations system in Kyrgyzstan organized public discussions of the results of the Post-2015 national thematic consultations, which were focused on strengthening the capacity and effectiveness of institutions in Kyrgyzstan.

The discussion was attended by Head of the Human Resources Department of the Government Office Shadybekov Kuvanychbek, Deputy Minister of Economy of the Kyrgyz Republic Mukanbetov Sanjar, Vice-Speaker of the Parliament Sasykbaeva Asia, UN Resident Coordinator in Kyrgyzstan Alexander Avanessov, representatives of government, civil society and international organizations.

As a result of the consultations, experts provided specific recommendations to strengthen implementation of sectoral policies, enhancing the capacity of government bodies and local self-government, improve the process of monitoring and evaluation of performance of sectoral policies, as well as the strengthening of civil society institutions.

According to Alexander Avanessov, Kyrgyzstan is one of 100 pilot countries taking part in the global consultations and it has been actively promoting this agenda at the national level for the last two years.

"Last year we carried out the first phase of the consultations to help formulate vision for the future of the country with participation of citizens from all regions of the country. Today we will hear an interim progress report on the second phase, which is focused on assessment and importance of increasing the capacity of institutions and organizations in implementation of development goals, "- said Avanessov.

More than 1600 respondents participated in the second phase of national consultations, which was launched in spring of 2014. They provided more than 20,000 responses. Among the respondents were members of the Office of the Government, health and education ministers, ministries and government agencies, as well as representatives of civil society.

"It is important to discuss the Post-2015 development goals extensively in the country, and then at the regional level and then at the global," - said Deputy Minister of Economy of the Kyrgyz Republic Mukanbetov Sanjar.

Vice-Speaker of the Parliament Asiya Sasykbayeva expressed concern about some frank opinions of study participants, especially concerning the situation of women, children, youth, persons with disabilities in the regions. "The voice of the vulnerable groups on improving the capacity of institutions, involvement of our remote areas and villages in the process of formulating the new development goals sound like a warning to us, and a high concern," - she said.

Other participants noted the importance of including in the development agenda beyond 2015 other important issues such as climate change, energy security, improving the business climate, reducing poverty and others.

"Consultations and their results are important, because now, after it will be improved with your comments, they should be submitted to the Government for their further discussions on the inter-ministerial and inter-governmental levels," - said the UN Resident Coordinator in Kyrgyzstan Alexander Avanessov.
