Second phase of the Poverty and Environment Initiative will cover three provinces of Kyrgyzstan
Bishkek, Kyrgyzstan - On July 16th the Kyrgyz Ministry of Economy hosted regular a meeting of the extended Programme Board of the UNDP and UNEP Poverty and the Environment Initiative. The meeting participants were briefed on the results of the first phase of the Initiative and discussed the plans for the second phase of the project, which will cover Naryn, Batken and Osh provinces.
The first phase of the project was aimed at strengthening the contribution of the environment to human well-being, economic growth, supporting the poor population. The initiative provided assistance in the process of developing the National Strategy for Sustainable Development and the Programme of the Transition to Sustainable Development till 2017.
According to Aidai Kurmanova, the State Secretary of the Ministry of Economy, the new course for sustainable development will lead to modernization of the “public service” concept and will focus on the person as a consumer of public services and national resources.
“At the same time, I would like to note the special role and contribution of UNDP-UNEP Poverty and Environment Initiative, which was one of the key actors in promoting all these initiatives and one of the first projects based on the ideas of sustainable development in Kyrgyzstan”, - she said in her speech.
A number of regional level documents, such as the Sustainable Development Programme of Naryn province and local development plan of Susamyr village district were developed as part of the initiative. There were a number of small projects implemented to help improve the welfare of people and conserve natural resources, including the introduction of the electronic pasture management system in pilot villages. Moreover, the project experts have contributed to capacity building of key stakeholders at the national and local levels in the area of poverty and environment and sustainable development.
Speaking at the meeting, Gulnara Abdykalykova, coordinator of the Poverty and Environment Initiative, mentioned that during the second phase until 2018, activities to support the process of sustainable development in Kyrgyzstan will be continued. Moreover, the initiative will now cover Naryn, Batken and Osh provinces, where they plan to introduce the electronic pasture management system and implement small projects.
“The main expected outcomes of the initiative are the promotion and integration of sustainable development approaches into development policies and practices, capacity building on “environmental economy” with a focus on issues of budgeting and environment-economic accounting, and mainstreaming environmental sustainability in national and Central Asian processes of sustainable development”, - she said.
The Programme Board of the UNEP-UNDP Poverty and Environment Initiative was established in 2012. It is comprised of representatives of key ministries, i.e. finance, economy, agriculture and environment protection, as well as non-governmental and business organizations. The board is responsible for coordinating the project through regular meetings, hearings of project progress reports. Ministry of Economy is a coordination body in promotion of sustainable development initiatives in the framework of this project.
The Poverty and Environment Initiative is funded by the Governments of Belgium, Denmark, Ireland, Norway, Spain, Sweden, the United Kingdom, the United States, and by the European Commission and with core funding of UNDP and UNEP.
