As part of the ongoing reforms Kyrgyz Ministry of Emergency Situations opened a new fire and rescue service in Tokmok and received new carsMar 11, 2014
Tokmok, Kyrgyzstan – On the March 11th the Kyrgyz Republic Ministry of Emergency Situations (MES) opened a new fire and rescue service in Tokmok under the MES State Fire Fighting Service. During the opening ceremony MES State Agency of Fire Service received six emergency rescue vehicles valued at 142,000 USD in total.
Six special Mazda vehicles were handed over to the MES State Agency of Fire Service as part of the UNDP “Strengthening disaster response and risk assessment capacities in the Kyrgyz Republic and facilitating a regional dialogue for cooperation” project funded by the Government of Japan. The vehicles will be distributed among regional divisions of the MES fire and rescue services, located in hazardous zones and along main highways – Bishkek-Osh, Suusamyr-Talas, Osh-Sary Tash, Bishkek-Naryn, Balykchi-Karakol.
Kubatbek Boronov, the Minister of emergency situations expressed gratitude to the Government of Japan and UNDP for fruitful cooperation in prevention and elimination of emergency situations in Kyrgyzstan. “In the future new fire and rescue services will appear in other regions of Kyrgyzstan”, - added the Minister.
Special Mazda vehicles have the necessary equipped for conducting rescue operations and other emergency actions during fires and emergencies. They will cover about 209 urban areas with more than 400,000 people. The ceremony was held with participation of Jantoro Satybaldiev, Prime-minister of the Kyrgyz Republic, Takayuki Koike, H.E. Ambassador of Japan, Erkin Kasybekov, Assistant UNDP Resident Representative in Kyrgyzstan, representatives of MES and JICA.
In his welcoming speech Prime-minister Jantoro Satybaldiev congratulated participants with the newly opened fire and rescue service. “I believe that the new fire and rescue service in Tokmok will become one of the most effective services in Kyrgyzstan ensuring security of Kyrgyz people in the case of emergencies”, - said Jantoro Satybaldiev.
Re-equipment of fire and rescue service is one of the urging issues of the Ministry of Emergency Situation reforms aimed at increasing efficiency of assistance during disasters and emergency situations. As part of the reform the network of rescue divisions for assistance in emergency situations. These divisions will be closely connected with united operations control duty desk – “112”, also created within MES system.
Ambassador Takayuki Koike noted that the Government of Japan approved the joint project with UNDP to enhance emergency situations resistance system and expressed appreciation to the Kyrgyz Government for assistance during the strongest earthquake and tsunami in Japan in 2011. Reflecting the Dialog “Central Asia+Japan” this project will become a solid ground for defending people and strengthening of regional cooperation.
Erkin Kasybekov, Assistant UNDP Resident Representative in Kyrgyzstan expressed his sincere gratitude to the Government of Japan for invaluable contribution to the development of Kyrgyzstan. “The Government of Japan allocated grant for 2, 2 million USD and it is the great honor that UNDP has been chosen as the implementing agency of this important joint project” said Mr. Kasybekov.
In the course of the official ceremony the MES diving service demonstrated rescue actions in water, the uniformed force of the military fire-prevention division #21 liquidated fire and pouring of chemical liquid and rescue operation of injured from the 4th floor of the house.
For implementing the Strategy of Complex Security 2020 for population and territory of the Kyrgyz Republic in Emergency and Crisis Situations and National Sustainable Development Strategy the Ministry of emergency situations will create 21 new fire and rescue services under the MES State Agency of Fire Service. Newly created services will be distributed in three strategic directions: Bishkek-Torugart, Bishkek-Irkeshtam and Issyk-Kul region. The second phase of reforming until 2017 provides for creation of 25 fire and rescue services in regional centers. The reforming will result in achievement of the following tasks until 2017:
- Reducing of losses from fires and other emergencies up to 20-30%;
- Reducing a number of injured up to 5-10%;
- Creating of effective system of population and territory protection from different types of emergency situations;
- Creating of necessary technical facilities for proper functioning of fire and rescue services;
- Providing additional special vehicles for the MES State Fire Fighting Service.
UNDP implements a project “Strengthening disaster response and risk assessment capacities in the Kyrgyz Republic and facilitating a regional dialogue for cooperation” funded by the Government of Japan. The core objective of this Project Proposal is to assist the Government in building a comprehensive DRR system.
The proposed project is aligned with the Government action plan and UNDP Country Programme for 2012-16 signed by both parties. The Project makes a particular focus on: 1) Strengthening risk assessment & monitoring capacities of Crisis Management Centers of MES; 2) Strengthening national early warning capacities; 3) Strengthening national response of Emergency Rescue Facilities; 4) strengthening regional cooperation through advocating increased dialogue and cooperation.
