eGov: Japan, SRS and UNDP considered interim results

Representatives of the Embassy of Japan, State Registration Service, State Enterprise “Infocom” and UNDP discussed the interim results of the project, which underpins the buildup of e-government in the Kyrgyz Republic.

27 July 2017, in Bishkek, at the UN House representatives of the Embassy of Japan in the Kyrgyz Republic, the State Registration Service, “Infocom” met with UNDP in the Kyrgyz Republic to discuss implementation of the project, the process of equipment procurement, its transfer to the State Registration Service.

Welcoming the participants, Ruslan Sarybaev, Deputy Chairman of the State Registration Service, noted that since May 2017 electronic ID cards have been being issued. “The project will affect the next step in implementation of “Taza Coom”, a step towards the digital future,” added Mr. Sarybaev.

As has been previously reported, the purchases are being made through the UNDP procurement service in Copenhagen (Denmark) on the basis of the Long-Term Agreement in accordance with the rules and procedures of UNDP. The representatives of the SRS-Infocom and the staff of the UNDP Projects Implementation Unit participated in the evaluation of proposals in the Procurement Service in May-June 2017 in Copenhagen.

The project will also support monitoring visits to SRS branch offices to monitor the installation and maintenance process. It is expected the experts will arrive to conduct testing and integration of equipment, SRS personnel throughout the republic will be trained in the use of IT equipment.

The meeting was attended by Aliona Niculita, a.i. UNDP Resident Representative in the Kyrgyz Republic, Ruslan Sarybaev, Deputy Chairman of State Registration Service, Akio Yagihashi, Attaché of Embassy of Japan in the Kyrgyz Republic, Kubanychbek Sadambekov, Deputy Director of SE “Infocom”, Erkin Kasybekov, Assistant Resident Representative, Naoki Nihei, UN Peace and Development Adviser in the KR, Ulan Omiraliev, Project Coordinator.    

The Project for Supporting the Unified State Population Registry to Establish the E-Government System is being implemented by UNDP in the Kyrgyz Republic for the Government of the Kyrgyz Republic represented by the SRS under the Government Office of the Kyrgyz Republic with the financial support of the Government of Japan.

The main objective of this project is to ensure the comprehensiveness of the USRP system for its uninterrupted and full-fledged performance. It will contribute to the improvement of the public services delivery in the country and further strengthen the SRS capacity to generate the voters list and ensure voters identification during Election Day in 2017 and onwards, which complement UNDP’s Kyrgyz Elections Support Project activities.
