“Developing mobile applications and services, in particular for e-commerce and banking services in the future can bring unique benefits to citizens,” - told Alexander Avanessov during ITU-D regional development forum for CIS countries.

During the Regional Forum on Development, which was held in Bishkek 8-11 November, UN Resident Coordinator/UNDP Resident Representative in the Kyrgyz Republic Mr. Alexander Avanessov said that information and communication technologies play an important role in development of the economy and other spheres of life.

“United Nations and UNDP at the regional level are working with governments on a number of projects related to ICT. ICT will play an important role in implementation and monitoring the achievement of all sustainable development goals. It is a unique opportunity to collect data in order to monitor implementation of the national plans. In the Kyrgyz Republic, UNDP in cooperation with the Ministry of Health, is implementing a number of activities for implementation of a national electronic health system,” - said Alexander Avanessov. He also stressed that UNDP is interested in working with all partners, including International Telecommunication Union since development of ICT infrastructure is an important priority, especially for rural areas, where more than 60% of the Kyrgyz population are living. Development of human potential of civil servants could be an important step towards e-governance.

The forum became a platform for review of implementation of the CIS regional initiatives approved by the World Telecommunication Development Conference-2014, discussing opportunities for collaboration on resource mobilization in the CIS region, as well as identify promising areas for ICT development after 2017 in the context of promoting implementation of sustainable development goals.

The Forum gathered together over 100 participants representing nine Member States of the CIS region and two Member States from other regions.

Also the Forum was attended by Chairman of the Committee of Information Technologies and Communications of the Kyrgyz Republic, Mr. Bakyt Sharshembiev, Director of the Telecommunication Development Bureau, ITU , Mr. Brahima Sanou, and Director General of the Executive Committee of the Regional Commonwealth Telecommunications Mr. Nurudin Mukhitdinov.

“Regional initiatives are a top priority, because their implementation can change the lives of people. Representatives of the private sector and all stakeholders of ICT ecosystem are to initiate an open and comprehensive dialogue with the aim of achieving social and economic development, as now we come to the realization of sustainable development goals,” - stressed Mr. Brahima Sanou.

He also emphasized importance of such forums. In particular, as an example, recent initiatives of the Telecommunication Development Bureau of ITU were brought to attention. They all were conducted jointly with the International Telecommunication Union. In the dialogue, together with UNESCO, Ministers of Education and ICTs discussed the role of innovation and the use of mobile technologies to improve the quality and accessibility of education. Together with WHO they discussed the use of ICT to improve health-care coverage, the prospects for full implementation of digital technologies in the health sector. With the World Food Programme and Food and Agriculture Organization of the United Nations there was developed a strategic guidance on e-agriculture, which was designed to help Member States to implement a strategic approach to the most efficient use of ICTs advances in agriculture. Mr. Brahima Sanou also noted that the World Telecommunication Development Conference-2017, which will be held within 9-20 October 2017 in Buenos Aires, will be devoted to “ICT4SDGs”.

During a regional forum there were also discussed the key areas of information and communication technologies to facilitate the SDGs implementation. In particular, participants noted that 17 SDGs covered all aspects of the economy. Countries now are in the process of developing national strategies for the realization of all the goals.

In addition, it was noted that since ICT is changing the world – it can be used for sustainable development – stimulating the private sector, together with clear legislation. Market liberalization contributes to the development of infrastructure, even in mountainous areas and in the countryside. All agreed with importance of accelerating the launch of interactive online services and open data.

During the forum, participants also drew attention to the fact that mobile technology contributed to sustainable development. Connectivity and applications - just two elements of sustainable development, that lead to development of services such as e-government, e-health, e-education.

Regional Development Forum for the CIS region was organized in Bishkek, 8 November 2016 by Development Bureau of the International Telecommunication Union at the invitation of the Committee of Information Technology and Communications of the Kyrgyz Republic.
