Chingiz Kubatbekov: “The development of drinking water supply and sanitation for settlements is a priority for the Government”Jun 30, 2016
According to the Department of Drinking Water Supply and Sewage of the State Agency for Architecture, Construction and Housing and Communal Services of the Government of the Kyrgyz Republic, the territory of the country has 1805 villages, where 595 villages do not have adequate access to centralized drinking water; and in 390 villages there is no water supply network and citizens consume water from open water sources.
In the Kyrgyz Republic, a finding solution providing the citizens with clean drinking water and improving sanitation in rural areas is a national priority.
In this regard, 30 June-1 July 2016, in Bosteri village, there was held the meeting of the Coordination Commission for the implementation of investment projects in the area of drinking water supply, sewerage and sanitation services in the Kyrgyz Republic.
In the welcoming speech Chingiz Kubatbekov, Deputy Director of the State Agency for Architecture, Construction and Housing and Utilities under the Government, pointed out that given the current trends and unmet needs for investment in infrastructure projects, it is a priority for the Government of the Kyrgyz Republic to develop drinking water supply and sanitation settlements.
“It hasn’t been even a year the countries managed to agree on and adopt the Sustainable Development Goals (SDGs) for the period up to 2030. Together with governments, civil society and other partners of the United Nations, UN worked hard to use the momentum generated by the MDGs and implement the agenda of development for the period after 2015, aiming to achieve 17 ambitious goals, including the Goal №6 devoted to the issues of drinking water and sanitation. And our today's event is a good development of global processes at the national level when we are together forming a strategic vision and investment to solve the problems of drinking water supply and sanitation in our country,” - informed Nuria Choibaeva, e.i. Acting UNDP Assistant Resident Representative.
During the meeting, there were made presentations on the development of water supply and drainage system, prepared in the framework of the National Sustainable Development Strategy of the Kyrgyz Republic, presented by A.Toktoshev, Director of the Department of Drinking Water Supply and Sanitation; and on the status and activities to ensure public health surveillance for the safety of drinking water, presented by T.Isakov, the Director of the Department of Prevention and Sanitary and Epidemiological Surveillance of the Kyrgyz Ministry of Health. And also information on the work carried out by the UN Development Programme and the World Bank, as well as policy proposals on drinking water sector reform in rural areas, developed by the Asian Development Bank.
Currently the measures of the Strategy for the development of drinking water and wastewater systems of human settlements of the Kyrgyz Republic until 2026, approved by the #155 Decree of the Government dated 28 March 2016, are being actively implemented. Key components of this work are management, safe and high-quality water supply, sewerage and sanitation as a priority health preservation as well as the financial and economic sustainability of these services, increasing transparency, trust and accountability in the sector and optimization of technical standards.
To implement the Strategy, the department of the drinking water supply is working to attract investments with the program approach. At present development of the design of the new program is being developed. This program provides general principles and approaches to the various donors and financial institutions to enter the sector with its investments and projects aimed at improving people's access to water and sanitation and development of the sector as a whole.
The main objective of the Coordination Commission is a timely consideration of the issues raised in this area and coordination of donor investments attracted into the sector. The meeting was held with the support of the GoAL WaSH “Improving access in rural and urban communities to sanitation by creating a more enabling environment and capacity building” project, implemented by UNDP in the Kyrgyz Republic.
The meeting was attended by members of the Coordination Commission, representatives of the Government Office, the main ministries and departments of the Kyrgyz Republic, Agency for Development and Investment, donor and international development organizations, European Bank for Reconstruction and Development, World Bank, UNICEF.
