This handbook was developed together with the Kyrgyz Republic Ministry of Emergency Situations for commanders and members of voluntary rural rescue teams. These teams were organized with support of UNDP in order to help MES deal with emergency situations even faster and more effectively. The reading can also be used by anyone who deals with rescuing people.
